After the heads of state passed the reins of government into the hands of the invaders, total chaos began to turn into order. The XCOM organization was destroyed, and the representatives who managed to survive went on the run. But, fortunately for them, the aliens did not begin to destroy the human race, they killed mainly those who actively resisted. People thought about the worst that could happen if they were defeated.
